My guess is that the forum software has some kind of bug that when it is a global announcement instead of pulling it from where it is front it pulls it from whatever sub forum you are in...

Well, I didn't see anyone but Waterwings and that was under the skull... 
Camp Earl Wallace only had a few boats at it during the checkpoint and indeed State Dock was packed but I only saw a handful of forum members there. (but maybe I was not seeing very well once i made it to the party there... lol)
